This is a position-specific recruitment and is open to anyone who meets the minimum and selective qualifications listed below. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The Budget Supervisor is responsible for the budgeting activities throughout the Maryland Transportation Authority. The incumbent in this position will review and make fiscal recommendations to division directors, the MDTA Executive Director, and the MDTA Board. This position will also supervise and review the work of lower-level Accountant Advanced employees. Duties and responsibilities for this position include, but are not limited to the following:

  • Prepares the salary forecast by analyzing the fiscal impact of salary adjustments for all employees including Cost of Living Adjustments (COLA), step increases, and reclasses;
  • Provides analysis on budget versus actual variances to the Budget Director and recommends adjustments to the budget, including cost saving measures;
  • Assists with determining whether sufficient funding has been budgeted to execute business priorities;
  • Facilitates agreement between the MDTA Police and other MDOT modes (Maryland Aviation Administration [MAA] and Maryland Port Administration [MPA]) on the annual operating budget for law enforcement services provided by the MDTA Police;
  • Monitors expenses for compliance based on budget;
  • Reviews position reclass requests, entrance rate of pay requests, and contract fund certification to determine if funding is available;
  • Assists with preparing legislative fiscal note responses;
  • Prepares and distributes monthly year-to-date report of capital spending to the Office of Engineering and Construction (OEC);
  • Assists with review and approval of purchase orders in Maximo;
  • Provides analysis of financial impact of special projects;
  • Audits electric utility expenditures and prepares average cost reports as requested;
  • Reviews capital project coding on task orders as requested by OEC for validity; and
  • Investigates and corrects capital budget expense discrepancies as needed and makes necessary journal entry adjustments.

The employee in this position will report directly to the Director of Budget. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications

Education: Possession of a Bachelor's degree in accounting, auditing, public or business administration, finance, economics or a related field from an accredited college or university.

Experience: Six years of experience in professional accounting, auditing, budgeting, fiscal or financial management. ** Two years of this experience must include budgeting and cost accounting including working with payroll burden and overhead.

Notes:

1. Applicants may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) for one year of the required experience.

3. Applicants may substitute possession of a Master's degree in one of the above specified fields or concentrations for one year of the required experience.

4. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.
