Responsibilities
    Considered an emerging authority, who applies extensive technical expertise. Develops technical solutions to complex problems.
  • Exercises considerable latitude in determining objectives and approaches to assignment.
  • Bachelor's (or equivalent) with 8 - 10 yrs of experience, or a Master's with 6 - 8 yrs of experience.
  • Develops and implements solutions integrating applications across the enterprise or its units/departments.
  • Evaluates existing components or systems to determine integration requirements and to ensure final solutions meet organizational needs. Integrate diverse systems, networks, and servers to achieve overall aims.
  • Troubleshoot and debug system issues to increase performance and quality of data.
  • Document and create visual representations of systems and their inputs and out. Optimize maintenance and deployments to ensure integrated functioning.
  • Partner with delivery teams to pro-actively ensure system integration, verification, and validation.
  • Provides recommendations with respect to requirements management activities
  • Generates reviews, revises, updates, and maintains configuration. Assists development, quality assurance, and engineering.
  • Functions as the technical liaison with change control processes and authority.
  • Collaborates with engineers, development, users, and management to coordinate changes. Identifies model elements and documentation required for systems design, development, test launch, and operation.
  • Defines and implements the applicable level of configuration management for configuration items. Ensures traceability of the design by linking and/ or delinking requirements across multiple artifacts.
  • Prepares configuration management activity / status reports and metrics for project meetings and reviews.
  • Audits configuration items to verify conformance with specifications, drawings, and interface control documents.
  • Analyzes impacts to systems performance, sustainment, and supportability of the systems during all stages of the acquisition life cycle.
  • Plans, prepares, and executes configuration management activities and products in support of required audits and milestone events

Specific roles and responsibilities include, but are not limited to the following:

  • Recommending and reviewing with the Sponsor processes to promote alignment of portfolio management, program management, financial management, technical management, system security integration and engineering resources
  • Facilitating existing (and new) forums and processes, including Sponsor's Engineering Review Board, Change Control Board, and Configuration Management Board, to enable more effective integration across technical and programmatic disciplines and congruence between execution activities, decisions, and constraints
  • Serving as technical referent on engineering review boards to ensure that all additions or changes to the operating environment are considered
  • Recommending modifications to existing forums and processes that enable more effective technical and programmatic integration and approved changes to the baseline.
  • Providing integration and decision support expertise to the Sponsor's leadership and other stakeholders to ensure decisions consider implications to the tactical and strategic priorities and backlog and are in accordance with prior decisions.
Qualifications
  • Must Possess and Maintain a TS/SCI
  • Demonstrated experience working in a collaborative, fast paced environment with a willingness to assist and support teams with evolving requirements and objectives;
  • Strong analytical abilities and skills in organizing, planning, communicating, and executing project management tasks
  • Ability to analyze and prioritize tasks, solve problems, work several tasks concurrently, and efficiently manage a high volume of emails, develop fluency with online tracking tools rapidly and effectively
  • Proven ability to work independently while also coordinating, collaborating, and liaising with appropriate stakeholders
  • Ability to develop and maintain positive working relationships with officers at all levels of the organization
  • Demonstrated good judgment, initiative, and critical thinking ability to take action to execute mission by leveraging networks and drawing on multiple areas of expertise
  • Ability to support multiple programs and projects simultaneously
  • Demonstrated experience with technical project management and leading implementation of new technologies into enterprise systems
  • Extensive experience preparing briefings and documentation for all levels of audiences
  • Ability to translate technical information and communicate it to a non-technical audience
  • Strong analytical skills and attention to detail
  • Self-starter with strong initiative and follow through; and
  • Expert level skills with Microsoft Office products
  • BS 8-10, MS 6-8, PhD 3-5
