Mission

CSG was founded in 1972 with the goal of providing quality community-based intellectual and developmental disability (IDD) and mental health services in Central and Northeastern Pennsylvania. Today, we’ve grown to over 1,800 employees in 19 counties across Pennsylvania. Our specialized programs are designed to meet the needs of the individuals we serve and help them reach their full potential. Executive Team

Susan Blue
Susan Blue is the CEO, President and owner of Community Services Group (CSG). Susan began her employment with CSG in 1976 as a Program Director for an ambulatory behavioral health program. In 1986 she acquired the company and became the President and CEO of Community Services Group. Susan is a graduate of Juniata College with a Bachelor of Arts degree and Rutgers University having earned a Master Degree in Social Work.

Susan is the past Chairperson of The National Council of Behavioral Healthcare, a national association of 2800 behavioral health organizations. She is a past president of the Rehabilitation and Community Providers Association (RCPA) and serves the organization on a variety of committees, including the Worker’s Compensation Trust, Legislative Affairs and special projects. Susan currently serves as a board member on the Lancaster Chamber of Commerce & Industry, the Lancaster County Coalition to End Homelessness, and is the Chair of the Rehabilitation and Community Providers Service Organization (RCPSO), a corporation exploring managed care for IDD and brain injury. She also serves as Chairperson of the Board of Acadia, a local agency serving people with Traumatic Brain Injury and for Advanced Metrics, a company that provides innovative software to bring data and care together for improved outcomes.
Mindy Beamesderfer
Mindy Beamesderfer is the Chief Information Officer/Vice President of Information and Technology at CSG. Mindy began her employment with CSG in July 2003 as Director for Foster Care and CRR Host Home services. In 2008, she became the Senior Director for Children’s Services and in December 2015 she moved into a newly created executive leadership role of CIO/VP.

Mindy received a Master of Science in Clinical Psychology from Millersville University and has a Bachelor of Science in Clinical Psychology and Bachelor of Science in Computer Science degrees. She is a Certified Cognitive Behavioral Therapist and a Certified CANS and CAFAS trainer. She is currently working on becoming a Project Management Professional and a Certified Professional in Healthcare Information and Management Systems. She is a member of the HealthCare Information and Management Systems Society (HIMSS).
Rejean Carlson
Rejean Carlson is the Chief Financial Officer (CFO) at CSG since August 2012. Previously, he served as the Business Manager for CSG from 2003 to 2008 at our Lancaster location. He holds a Bachelor of Art in Economics from Michigan State University and a Master of Business Administration (MBA) from Penn State University – Harrisburg.

Rejean’s past experiences include serving as President of Open Minds in Gettysburg, PA from 2008 to 2013. Open Minds is a consulting firm providing organizations in the health and human services industry with the market intelligence and management information needed to succeed. He was also an Associate Instructor for Eastern University, St. Davids, PA from 2006-2009.
Bruce Cohen
Bruce Cohen is Vice President, Chief Strategy and Innovation Officer at CSG. He assumed this role in August 2017. Bruce began employment with CSG in 2002 and was CSG’s Vice President, Quality Management and Learning and Compliance Officer until July 2016. Bruce provides leadership for strategic planning, development of CSG’s playbook, attainment of strategic goals and objectives, quality management, compliance and communication.

In addition to working at CSG, Bruce’s professional experience includes employment as Senior Product Manager at Geneia LLC; Senior Analyst at PMSCO Healthcare Consulting; and Director of Outcomes/Research at Continental Medical Systems. He has a Bachelor of Arts in Political Science from the University of Pennsylvania and a Master of Health Administration from Penn State University. Bruce is a board member at Jewish Family Services of Greater Harrisburg.
Jan Hartle
Jan Hartle is the Vice President of Processes and Employee Process at CSG. She began her employment at CSG in July 1978 and served in various program and administrative roles during her career at CSG, including past positions of Director of Information Management and Administrative Manager. Presently, she provides oversight and leadership to CSG’s employee related processes and actively promotes the use of Rapid and Continuous Process Improvement for business operations. Jan is a graduate from South Hills School of Business and Technology.
Barbara Terrill-Kettering, Psy.D.
Barbara Terrill-Kettering is the Chief Clinical Officer/Vice President of Clinical Development at CSG since December 2015. She began her employment at CSG in December 1994 as a Director for Community Residential Rehabilitation programs and then as Senior Director for Outpatient programs. She continues to provide clinical supervision for psychological evaluations, provides oversight for the Employee Assistance Program (EAP) and Critical Incident Stress Management services and Same Day Access programs at CSG.

Barbara is a Licensed Psychologist with a Doctor of Psychology degree earned at Immaculata University. She has a Master of Education from Millersville University and Bachelor of Science from The Pennsylvania State University.
Peg Van Schaick
Peg Van Schaick is the Vice President of Intellectual and Developmental Disability Services at CSG. Peg began her employment at CSG in March 1986 as Program Director of the residential and day services in the Lehigh Valley. She now has responsibility for overall administration of multiple services and programs for people with intellectual and developmental disabilities throughout CSG, providing leadership in areas such as best practices in service delivery, program development, and quality assurance and quality improvement activities.

Peg has an undergraduate degree in Sociology and Social Work from Hood College and earned a graduate degree, Master of Social Service (MSS) with a concentration in Social Service Management, from Bryn Mawr College. Her previous experiences include being a Social Worker at Allentown State Hospital, and with Montgomery County Office of Mental Health. Peg is part of the Member Academy of Certified Social Workers (ACSW) and member National Association of Social Workers (NASW). She is a past president of the Rehabilitation and Community Providers Association (RCPA) and serves the organization as an Honorary Board member and on a variety of committees. She also participates in activities of the American Network of Community Options and Resources (ANCOR.)
Julie Weaver
Julie Weaver is the Vice President of Mental Health Services at CSG since 2011. Julie started with CSG in 1981 as the Occupational Therapist for the partial hospitalization program in Lancaster. She assisted in the design, implementation, and growth of clubhouse services at CSG. She has the responsibility for the overall administration and quality of adult residential programs, rehabilitation services, and vocational/educational services. She also is responsible for marketing and promoting the use of Mental Health First Aid. Mental Health First Aid is an 8-hour course that gives people the skills to help someone who is developing a mental health problem or experiencing a mental health crisis.

Julie is a registered and licensed Occupational Therapist having received her Bachelor of Science degree in Occupational Therapy from Elizabethtown College. She is a member of the American Association of Occupational Therapists, Past President of Pennsylvania Community Providers Association (now known as Rehabilitation and Community Providers Association (RCPA)) and Honorary Board member of RCPA, and currently is on the board of Mental Health America in Lancaster.
